Kazakhstan will exert every effort to let the Organization for Security and Cooperation in Europe (OSCE) become the structure which recognizes the diversity of the modern world; Head of the State Nursultan Nazarbayev has said it in his annual address to the nation at the joint session of the Kazakhstan Parliament.

"Kazakhstan's chairmanship in such authoritative organization on security will be carried out under the motto of "Four T's" - Trust, Traditions, Transparency and Tolerance. We will do everything possible in order to let the Organization for Security and Cooperation in Europe to become the structure which recognizes the diversity of the world of the XXI century", N. Nazarbayev stated.

Kazakhstan intends to extend ties, strengthen the consensus on solution of security issues as well as develop the Organization itself, the President noted.

In his annual address he defined the prior directions of the development of the national economy.

Program of industrial and innovative development should become a national task of Kazakhstan for the decade. Only then we will be able to join the 50 most competitive countries of the world, said the President.

"The state resources won't be enough for the program on diversification of the Kazakhstan economy. Foreign investments should become the main source of financing", President N.Nazarbayev has said

"Many states make sense of investing to our economy. Issues of attraction of investments from China, South Korea, United Arab Emirates and French, Italian, Russian companies to the amount of USD 20 bln were solved. These funds will be directed to the non-primary sector of the economy, ensure launching dozens of facilities of the industrial program, infrastructure and joint projects", the President noted.

"Issues of investments attraction to the construction of "Western Europe -Western China" road amounted to USD 3 bln and to the construction of a gas pipeline from west to south of the country amounted to USD 2 bln were solved as well. Besides, foreign investments to the primary sector of the country will amount to USD 10 bln. So we need to develop in Kazakhstan attracting business environment for foreign investors, ready to work in our region", N.Nazarbayev said.

Besides, the President said that new approaches to the functioning of special economic zones and industrial parks in Kazakhstan are necessary due to the priorities of industrial development of the country. In this regard, the Government will develop a new draft law on special economic zones.

The mechanism of state-private partnership has great potential in attraction of investments. "We launched this mechanism in Kazakhstan, but it needs modernization in accordance with the world's best practice. The Government will introduce amendments to the legislation on concessions in the first half of the year", N.Nazarbayev said.

Touching upon the Program of Kazakhstan's Forced Industrial and Innovation Development N. Nazarbayev emphasized that he is talking about 162 projects with the total amount of investment of KZT 6.5 trillion (1 euro = 205,9 KZT) that is more than 40% of the country's GDP. "This will allow to create more than 200,000 permanent jobs in the nearest three years", he noted.

"Within five years we will put into operation a powerful gas chemical complex, plants for production of mineral fertilizers, a number of large electric power stations such as Balkhash Thermal Power Plant, Moinak Hydro Power Plant and many other facilities. By 2014 we shall reconstruct all three oil refinery plants and will be able to meet the domestic demand for oil products", the Head of the State stressed.
